Blocking Outgoing Connections On Mac

I don't know if i can or should ask this but...

 

There is a certain program i need to use and i see some sources advising to block outgoing connections (i'm on a mac) or turn off the internet before using it.

 

My questions...

 

1. Why is it necessary to block the outgoing connections?

 

2. Is it only necessary to do so when using the program?  

 

3. What alternatives are there to the program that you have to pay for called "Little Snitch"? Apparently this does the job but you have to pay 30+ bucks for it.
