It's most common when running 2 or more GPUs in xfire or sli.

Some games suffer from it worse than others. Disabling V-Sync for example during cutscenes in Arkham City results in horrific tearing on a 60Hz display due to the frame rate locking to 30.

It depends on the game, for me at least

 

Space engineers is the worst I've personally played. It's not terrible, but it is there.

(And turning on v-sync creates horrible input lag, so I just live with a bit of screen tearing)

I can only say you play games that your GPU have no problem pushing over 60fps almost all the time.

Tearing is still there, but less visible if your FPS above 60 @60Hz.

 

Try playing game that can brought your FPS below 60 and have slower scene movement, you should notice it.
