GTX 970 is enough for 1080p 144hz

in ultra settings, no, not really

What is the best gpu configuration for a 1080p 144hz monitor with g-sync around 1000 CAD ?

That depends, I run a 1080p, 144hz gsync monitor and a gtx 960 but I definatly wont get 144fps in bf4, in csgo I will get 200-300 but it would depend on the applications you are running

If you play AAA titles then I would go for the best you can get

I would wait for Pascal cards. Maxwell's future is not very bright. Get a 950 or 960 to told you off for now.
