PC freezing with black screen

Playing games (not even that demanding) my pc freezes, plays this glitchy sound and theres lines across the monitor with mostly a black or grey screen. Reset my gpu oc still same thing. CPU under-volted but it should be the cpu because its like this for like 10 months and it started just yesterday.. Cleaned my gpu and cpu from dust too.

i just noticed that my cpu is 1.4375V wich is really high. Thats the problem.. Sorry. Strange, i swear I didnt change anything in the bios like forever..
