GTX 950 Noise

So I asked this question on this forum a while ago but no one responded and I really need to fix this problem so I'm going to ask again. I recently got an RMA'd GTX 950 from EVGA a while back because I shorted out my other 950. It came fine, locked it into my computer fine and it ran perfectly. But then after a bit it started to make a noise as if some wire or something was in the way of one of the fans. But what's weird is that it ONLY happens on startup and not when I'm running a game or anything. Please help me fix this.

Is there a wire in the way/ close to the fans?

Is this noise what you are saying a fan noise? Because when you start your system, there is a sudden power surge, that means all your components like fans and coolers are fed with some extra voltage, happens with every system. But that noise lasts for like two seconds. That is not an issue, and shouldn't bother your hardware in any way.
