Depends do you want to play games with friends (ps4) or do you want to play alone mostly or with strangers (laptop)

Are you asking for strictly gaming purposes?

If you are I would recommend getting what your friends have. playing with them will give you a more enjoyable experience. 

 

Otherwise id say the PS4.

 

another option is to skip the laptop and build a desktop for cheaper and better performance.

Best option depends on a lot of factors. Is this strictly gaming? Do you need "portability"? What are the things that are important to you....are there particular games you want to play that are exclusive to the PC or to the Console?

LoL well if you are willing to spend $1200+ then you're better off getting a PS4 AND a custom built desktop.
Then you can play PS4 games, play PC games and work aswell
