If you are considering that camera for photography... I'd treat it as something like an advanced point-n-shoot.  It doesn't shoot photo RAW though, I think.  There are other better point-n-shoot camera options.

 

For video, a camcorder is definitely better.

My friend has one, and I wanted to know if there were any other ~$250 DSLR cameras that were better.

As nickl said, the SX520 is not a DSLR.  It's a point-n-shoot bridge camera.

 

Anyway here are some cameras:

 

Point-n-shoot photo cameras.  Look at ones that appeal to you and check online reviews.  At this price point a lot of cameras have similar sensor sizes and the lens' zoom capability is dependent upon the size of the camera.  Small pocket ones will of course have shooter zooms compared to the larger ones like that SX520 or SX530 (newer model).

Cheapest mirrorless camera you can get (brand new) seems to be the Pentax Q-S1 with the kit lens, for approximately $300.  But the image sensor is just marginally larger than the SX520.

Cheapest DSLR camera you can get costs around $360 with the kit lens.  It does have a larger sensor (APS-C) which would theoretically have a better performance for image quality compared to the other cameras in your $250 budget.
