Steam on a touch screen

I recently bought a cheap 2 in 1 laptop. At 250 bucks it was a good deal, so I upgraded the RAM from 2 GBs to 4, and put an IPS panel in it... (Why don't companies just put an IPS panel in from the start and just charge a little more is beyond me, a tablet is almost unusable with a TN panel... We may never know) But anyway I want to be able to chat to my friends in tablet mode, but when ever I go to type, the keyboard doesn't come up. Is there anyway to fix this in either steam or windows?

There should be a keyboard icon in your taskbar.
