Issues with steam stream

Hello, how are you? 

I sometimes use steam stream to play games that use the controller while on the couch. 

I use an old hp i3 laptop I have as the stream client. 

Network is cabled connection. 

It worked pretty good. 

But since last week, I am having issues. 

Games are just unplayable as they have severe stutter. 

I didn't chance any configuration. 

This just started to happen last week. 

Anyone else have this issue? 

Was it a steam update or Windows update that broke this?
