Add your parts into pc part picker and it'll tell you. We need to know your other specs! (they draw power too)

The only way your 650 watt psu would not work is if your running one of those stupid 250w 9590 processors from amd and even then I think you might be alright. The fury x should have a max power draw of around 350-375 watts max while your system, assuming you running a fairly standard system should draw somewhere around 150 - 200 watts max. Keep in mind that this would be with the system under a synthetic load. Watch this build guide from Linus where he uses a power supply under the recommended wattage

yup, FX-8350 @5GHz (essentially 9590) and OC'd 980Ti just fine on 550W. Really, there isn't a single gpu + single CPU combo on this planet that needs more than 550W (even these power hungry parts use around 480W under full load)

Even with overclocks you'll be fine.
