Here is the PC Part Picker I created. Please tell me who this system would do for gaming (minecraft, cs:go, fallout 4, etc.), streaming, 3D modeling and some video editing. If possible could you also provide some theoretical FPS? This will be my first computer build.

I'd go for a 6600k and aftermarket cooler to overclock, but a locked CPU is fine.

Minecraft would run well, as it's a CPU bound title.

Look up some benchmarks of the 4GB 380 in fallout 4, minecraft and CS:GO for more detailed results.

Add an SSD for you OS.

I suggest the Samsung 850 EVO, Crucial MX100, or OCZ TRION 150, whichever is cheaper where you live.

If you're 3D modelling and video editing, you're better off with a hyperthreading CPU (it'll also help in Fallout 4). I recommend to go back to Haswell and grab this instead:

With this build, would I get an increase performance when streaming games? Also, would there be an decrease in performance going to haswell as supposed to skylake?

It'll be around the same. There's very minimal difference between the two.
