possibly, but you really don't want to be doing that, Instead, simply disable boost and set the highest stable/cool clock as the default clock.

The boost may only occur when one or two cores are stressed.

Do not disable cores just to get the boost. It's not worth it. You can stress a single core by running Cinebench on a single thread and see if that does anything.

This is not the issue with the Boost. The "issue" is that it likely requires the use of one or two cores at full load. The CPU is clearly running at the specified frequency that the user put in.

 

Besides, in the screenshot, the maximum value for CPU usage is 100% across all cores.
