Yea it downclocks when its not being used like a GPU or a CPU would do :P

CPU: Ryzen 5 5600x 4.9Ghz PBO    SSDs: 250GB 850 Pro           STEAM: KezzaMcFezza

No. What's happened is you failed to enable the XMP profile in your motherboard bios. Your memory is running at 1600 MHz, but since it's DDR (double data rate) task manager is outputting the running speed which is 800. It's 1600 MHz bandwidth because, again it's DDR, so 800 X 2 (double) = 1600.

 

You need to go into your bios and enable the XMP memory profile.

I think it is possible to set a ram clock lower in the UEFI,  I am pretty sure it will not DOWNCLOCK when you are not using it.

ram downclocks? thats news to me o-o

i only know ram downclocks when your motherboard cant run it at its max speed

i dont think thats how it works though :I
because the multiplier is constant for ram and the baseclock never changes unless you changed it manually

Ok small issue... Last I checked my MOBO wont let me enable XMP??? Ill check again though (it has the setting its just blocked off, probably because my OC)

does your motherboard and processor even support 2133mhz?

AMD motherboards do not read XMP profiles. You have to manually enter the clock and timings yourself. 

 

Don't worry it really isn't that difficult to do. 

 

RAM also runs at a fixed operating frequency. The bus speed of your processor can affect it by 1-2MHz though.
