Right now I have around 200 dollars and Im wondering if I should buy used. And if I do what's the lowest generation I should go. Like should I stop at the 700 series or 600, same for AMD. I am willing to save more but I'm curious. I'm aiming for something powerful like the 970 or 390.

If you go any further back than the 700/200 series, cards as powerful as the 970/390 simply didn't exist (excluding dual-GPU cards). The 970 and 390 are both easily more powerful than the 680 and 7970, not to mention the extra VRAM they have, which is very useful in modern games.

Don't go any further back than the 600 series for Nvidia or the 7000 series for AMD.
