New PC need help with cooling

Okay, 2 intake and 2 exhaust should be fine. A custom water cooling setup with the dual cards and everything would indeed get really messy, take quite a bit of know-how and be pretty pricey. More up to you whether you can afford it and if you're confortable setting that up. I'm sure there are guides out there for water cooling a CPU and two graphics cards. Good luck if you do decide to go with the custom setup. Will be awesome if you pull it off.

I am building a new PC and would like to know if I should switch out the case fans, and I am going to be switching out the radiators 140mm fans with another brand any suggestions?

Put all Noctua fans in your case and on rad and you would basically hear nothing other than the fans on the GPUs.

Fans by NZXT or Noctua are my personal favorite choices, but any big name brands would work. The case fans will work just fine, though from images I can only see a rear exhaust. If it comes with front intake as well you shouldn't really need to add additional fans unless you see bad thermals once you build the thing.

There is a 200mm fan on the front as an intake, one on the top that I think is an exhaust, and what kind of 140mm fan from Noctua would u recommend for the radiator?

Honestly I've never used liquid cooling and am therefore not someone to ask about fans for a radiator Anything from Noctua will most likely do though, depends on if you want better cooling or quieter operation. 2 exhaust and 1 intake is not a great setup though, as you'll have negative air pressure which will suck dust and grime into the case. I would recommend taking out the fan on top and installing it as a second intake in the front. Will work ok as it is, but will collect more dust faster.

If I ever did do a custom water-cooled setup I would just make a custom case to make it all fit haha. Thanks for the advice I don't mind the PC getting super loud as long as it is cool so I am not terribly picky about sound I have used many loud computers and you just tune it out (unless its jet engine loud) anyways thanks again for the advice I will probably go two intake two exhaust along with the water cooled GPU since that will be getting crazy temps.

Sure thing! If you don't care about silence then get the best fans of the size you want that Noctua has within your price range. Have fun with the build :)
