PC no longer restarts properly

I have a problem that when I try to restart my pc it will not actually completely power off for a second and it will be stuck at a black screen. I can turn my pc off no problem then back on instead of using the restart button but it gets annoying when a program asks me to restart and I have to turn it off, wait a bit then turn it back on. If anyone knows a fix it would be much appriciated.

This is probably totally not the issue, but double check that "wake on LAN" is disabled unless you need it for something. When I had it on, it gave me weird shut down and restart issues.
