why is my internet randomly spiking?

i just came back from making a pizza and i go on youtube then the video keeps freezing and goes to 144p

 

i asked my dad if he was doing anything and all he has is a smartphone so it couldn't cause this.

 

im not downloading or torrenting anything or uploading anything. no games running.

 

its getting really annoying
