You won't need a capture card for PC just grab a software that records, but if you wanted to use the Capture card then you could in theory and the PS4 will definitely work

i did read them but i dont really know what the "gameview" thingy is..

HD60 Pro offers no latency when streaming compared to the HD60 because of direct connection by PCIE. HD60 Pro is just faster in general. I guess HD60 would be fine for just basic video.
