So I much would one need to build a PC that not only rivals the PS4 ability to be a " media center", but also includes the OS and shit down the PS4's neck in terms of horsepower? Canadian money if possible.

$500 ish CAD. You can go lower if you need to, just don't cheap out on the psu. an i3 and a 950 would shit on a console just fine.

Is it connecting to a NAS for the media? Or do you want hard drives in the pc?

If your gonna play on a apu, get a better one. A amd dual core is very slow for games these days.
