This meant be a dum question but i am new to this building computers.

I didn't over clock my cpu, can i still over clock my graphics card?

Yes, you can overclock your GPU (graphics card) without overclocking your CPU.

Well, it should have the effect of increasing graphical performance. That's about it.

What do you mean exactly?

 

If you overclock your GPU, it will give you an FPS boost. If you overclock your CPU, it will give you an FPS boost. You can do both at the same time, or one at a time. If you want to, you may take off the overclock for either without taking off the overclock for the other. You'll be fine overclocking your 980ti with your i5 at stocks.
