I have problems with OBS because when I record or even times when I stream it says that there is high cpu usage. I don't think my processor is incapable of handling this. One possibility is that my CPU fan isn't really efficient and it's holding it back. Is that possible? It is pretty dusty but I need to wait a little for another alternative.

Have you tried using your GPU to encode?

It should, but I think how well it will do will (That's a lot of w's and l's) depend on how CPU intensive the game is.

I would try GPU encoding, or try turning down the bitrate.
