You dont really have a huge upgrade path with a lga775 socket. Maybe look for a quad core xeon. You can get one for roughly $20

X1900 has a motherboard using the G41 chipset so you should be clear to use most common LGA 775 quad cores. A modded Xeon should work but not all prebuild boards had the microcode for them.

 

A safe upgrade is a Q6600, Q8400 or Q9300 or any of their relatives. All are easily available on eBay or can be found used on Craigslist and the like. And as I said you can always shoot for a Xeon and give it a shot.

 

As for the RAM, literally any DDR3 should work with no issues, just probably no sticks bigger than 4GB. Some older boards do not work with high capacity modules.
