Help with RM 750

I just bought an RM 750 but the fan is spinning at idle, which is peculiar. Is corsair link mandatory for fanless mode? Even so, I don't know where to plug in the corsair link cable to my motherboard. there was no usb cable that came with my power supply. just some 3+2 pin cable, with one end that plugs in to the corsair link part of my PSU, which I have no idea what to do with. Do I need some dongle that is sold separately?

because the fan is not only controlled by load but also temp

nope. literally installed it, taped all my case fans, gpu fans, and rad fans down as to have no other noise. and the fan kicked on and has been at a constant speed and noise level for the past 20 minutes. All ive done is browse chrome so far.

side note, i only ran the system with taped fans for like 3 minutes to test just so you know lol
