pc stuck in bootloop

Hey guys,

 

I have a problem with the system i am building but I'm not sure what it is. I have build the breadbord outside my case in order to see if the system boots and I can't get it to work properly. 

What happens is the following: I short out the powerpins- fans start spinning and lights turn on- after 30 seconds the system shuts off and starts over. During this process there is no video signal. I have already tried switching ram and using different slots.

 

These are the system specs:

Gigabyte b150-hd3p

intel core i5 6500

kingston hyperx fury 2666mhz ddr4 

seasonic s12ii 520w

 

ps: I don't have a speaker to check boot sounds

Remove the CMOS battery and put it back.
