PC only starts with one stick of RAM. Mobo issue?

Both sticks of RAM confirmed working on Memtest86 from another PC

Worked together on mobo for about a year

System now refuses to start with 2 sticks of RAM but starts with 1 stick

mobo issue?

Without knowing the cpu itself I can only give tiered suggestions.

Cheap, Solid quality, Lacking on Features

from the budget side or features, style and quality. There are many 1150 MBs on the market
