Best Card for $200$

I don't want to start a fight but I was just wondering what is the fastest card for light to modern gaming like counter strike , call of duty, I will be using a amd am3+ 8 core cpu and 12 GB of ram and a 600 W psu 80+ bronze. I do not care a lot about heat or power consumption.

What psu specifically? And a used 290 or a 380.
