Yes, you can create a limited account, and you can define additional settings on what is enabled or not for that account via Group Policy. You need Pro edition or higher to have access to Group Policy. Just be in the account you want to set the account limitation to, set them. close and restart the system or sign out. When you'll sign in that account, all limitations will be set.
