Stress testing Confuzzled

I was stress testing my cpu at stock clocks before i was about to overclock it but i looked at my resource monitor and it showed my fourth core keeps fluxuating from 96-99% then after the overclock it was fluxuating the same what up wit dat?  all other 5 cores are 100%. (Its on a 5930K not 5820k cause sli.)
