My friend want to stream and he did it. But now, the viewer can just hear the sound of the game but cannot hear his own speaking sound.

How to change the setting to let the viewer hear his sound? Can it set in OBS or must download another software?

From sound settings. Primary device should be for game sounds (speakers etc). Secondary is for mic etc. Set that to mic connection used, config settings in Windows and make sure it is enabled in OBS main screen and volume is high enough.
