I wonder if anyone can recommend an A3 printer for photography max budget around £150-£200.

Go to a photo store and get them printed. It will be cheaper and a lot less hassle.  Trust me on this, part of my works involves making prints for clients.

If you buy a photo printer that prints A3+ sizes, a good one will cost you more than your budget. Ink will be expensive.  You will have to work on color matching what you see on the screen to what is printed on paper.  Not all photos work on the same type of photo paper, hence you might have to consider keeping different paper stock.  You will go through quite a bit of ink cartridges and photo paper before you develop an understanding of your printer's behavior and what the best settings are for color matching.
