Well there's the answer then. I just use a knock off dongle from Amazon, I don't know much else about the controller.

OP, you can get a wireless dongle for like $5 on Amazon.

Does it do anything when pluged in. Like making a sound and showing up in the lower left corner? does anything show up in the devices list.

If I use words like probably or most likely, it is because I dislike certainty. These words can probably be omitted and the sentence read as a certainty.

Directly

Install the Xbox 360 drivers from Microsoft's website. It will bring up a little overlay at the bottom of your screen when you start it, then plug in the controller and wait for it to connect.

Does the controller turn on when you plug it in?

Well the problem is most likely your cable or your controller then, if the controller doesn't turn on at all.

The issue isnt the controller, its that the controller being wireless needs something to sync up to, and the charge and play cable only charges the battery, it doesnt connect the controller to the PC

THIS *10000

I'm using a 360 controller on my PC and you need a wireless receiver, the charge and play cable will NOT work on a PC.
