Raspberry Pi.

It has to be made not prebuilt like the raspberry pi.

Well just select any cheap ARM pico-ITX board then lol; that jetway motherboard in the OP is just as "pre-built" as the Pi except you have to add RAM. I really don't see the distinction lol.
