4 Pin CPU Power on "i7"?

So i'm looking for cheap ways to get a quadcore intel processor with hyperthreading and i'm wondering if I need a full 8 pin CPU power connector to use it at full speed. I'm not trying to overclock, since the CPU i found is a Xeon, but i would like the Xeon to run at its rated 3.4 GHz when i'm doing things like rendering video or gaming. Can I get away with a "cheap" motherboard?

if the motherboard has an 8 pin connector, then you need to plug in an 8 pin connector

Nope. 4pin works just fine. I wouldn't overclock without the other +4 part plugged in, but it works.
