restart your PC and tell me if it still dosent work

I spent $2500 on building my PC and all i do with it is play no games atm & watch anime at 1080p(finally) watch YT and write essays...  nothing, it just sits there collecting dust...

Go to where you have your Steam installation (probably C:\Program Files (x86)\Steam), click on Steam.exe, launch as Administrator, fixed?

Or if you see Steam/SteamClient.exe in task manager, kill them.
