Unsure about what cooler to buy...

Wouldn't recommend an AIO cooler for a locked CPU which you can't overclock. I guess a cheap air cooler would lower the noise level in comparison to the stock cooler.

Hi, I currently own an Intel 4460 and am using its stock cooler. I was wondering if it is worth me buying a budget water cooler? And if so, which models are best?

A cryorig h7 or hyper 212 evo is more than enough.

go for air, it's enough (sth like the pure rock, 212 Evo etc)

I have the 212 hyper evo, it's been a Beauty to look at in my case and provides better temps. Water cooling is a waste of money if you're not OC and even if you're pushing your processor to the max, I think you're fine with just air cooling from a good cooler.
