If I'm trying to find out the current draw for a GPU that draws 230W maximum (for example), would it be safe to assume that since P=IV and the GPU is running off the 12V rail,

230/12=19.1666

 

So would it be correct to say that this GPU draws about 19 amps at maximum power draw and that way, find a suitable power supply accordingly?

Approx like that the PCI-E slot may give a little power here and there also, but in general what components are you planning in your system it can provide a better idea of what PSU you will need.

Yes, your math is correct. You need to worry about all rails, but the most important one is the +12V rail as the CPU and graphics cards pull power from that rail.
