Yeah I think that's just a streaming thing. You may or may not be able to lower/raise the delay time. I couldn't tell you as I'm on my laptop right now that doesn't have OBS installed. You can still interact with chat though. Almost every streamer I watch has a delay on. Most people in chat (assuming they know Twitch and use it on a regular basis) will know you have a bit of a delay.

Twitch has static delay. Actually many services have. It would require immense internet usage and hardware power to reduce that latency. 10 seconds is quite good compared to what Twitch recommends for streams (30s).
