Locked voltage?

I am running a MSI Gaming R9 390 and for the life of me I can not get the voltage to be unlocked in MSI Afterburner. I am clueless about what I am doing wrong. I am pretty sure I have done everything under the sun to try to unlocked it.

When going into settings under the general tab did you check the box to Unlock Voltage Control and Monitor and make sure Lock voltage is not selected

Well I am a dumb ass, I edited the .cfg file and the registry but I didn't do that out of all things. Thanks.
