They have to run at 1.35V to be compatible with Skylake.

Skylake does not support DDR3. DDR3L (which Skylake does support) is not the same thing as DDR3. With that said, some motherboards have a proprietary support for DDR3 specifically. But it's about the motherboard, not the processor. Skylake does not support DDR3.

More important than that: why do you even want to get Skylake if you are going to use DDR3? Serioulsy, only about 1/100 cases make sense (though I'd still not say it would be worth it) to get Skylake and still run DDR3.

I don't think you will be able to use your ram with skylake, you'll have to get a set of ddr3l if you want to stick with ddr3. The skylake motherboards that have ddr3l support are very basic and do not have many features so I would suggest getting some ddr4 ram.

Buy DDR4.

Skylake with DDR3 is retarded, and useless. One of the Pros of the platform is gone.

 

If you buy DDR4 NOW, and sell your old DDR3, or if you do the exact same in 5 years on your next upgrade, doesnt matter. Does it?

 

So just do it now.
