I am planing on building a gaming/photoshop rig for June/July of this year. I want it to be as close to silent as possible, while keeping a reasonable budget. I have some concerns for the cpu cooler. I am willing to spend up to 100$ usd for the cpu cooler, planning on an i7, but not finalizing it. *this rig will also be used with an oculus rift so keeping all parts above recommended specs. This pc will be used for: Gaming, Photoshop@ 10,000 x 6,000 pixel(illustration), Rendering(for many, many hours on end... both on cpu and gpu), Sculpting in zbrush.

I have a couple options that I have narrowed down.

Corsair h100i gtx ($76)

Noctua Nh-D15 ($90)

Bequiet! Dark rock pro 3 ($90)

I did notice some interesting coolers such as the NoFan CR-95C, although I don't think that this would be able to do a good job of keeping the cpu temps down for prolonged rendering, or gaming.

I am aware that the pc is a quiet as the loudest part. Any recommendations at all would be fantastic. I'm planning on a case that has noise dampening, I like the bequiet case that linus used on his silent workstation, define series, and the entho evolve atx. I would like a window, but I don't want to sacrifice silence for a window if I don't have to.

As for graphics cards, I'm planning 980,980ti or the pascal equivalent. I can get these cards for around 100$ off new, or bstock them. Which companies amek the quietest graphics cards? Optimally this will still stay somewhat quiet under load, and silent when doing more basic tasks.

Thanks for being awesome, and for all the help. Sorry about the scatter brained text. =)

EDIT 1: Forgot to mention, I'm not opposed to water cooling, and would love to do it... though I assumed it would be significantly more expensive and more limiting.

Define R5.

Noctua Nh-D15 with fan tuned down.

Basically any of the 980tis will be good except Gigabyte G1 in the R5. They won't be loud at all with stock fan curves.

If you're sticking with the stock case fans, go with the Silent Base 800 or 600. As for the cooler, the NH-D15 would be best.

If you want 100% silence, put the PC in another room entirely.

Thats what we did at work with our Mac Pros/Powermac G5s, we had a Room full of them and then just had monitors on the desks.  that was pretty cool, until something crashed and you had to run downstairs to reboot your machine... sometimes I would accidentally hard reset the wrong machine though...
