Build a 'normal' computer

My uncle is after a new desktop, it will be used for Internet, Microsoft office applications and other similar activities. He also takes and stores lots of photos. 

As I only really know the best stuff for gaming PCs, what kind of equipment would be good for this type if computer. 

I can't really give a budget but as low as possible would be great.

Chrome isn't a ****, but I'd still go with 8 GB of RAM :P

I was thinking maybe 8gb of RAM as I'm sure it wouldn't be much more expensive than 4. 

Would it be better to go for a top end 2 core CPU or a lower end quad core? Especially price wise.
