So, here's my problem, I recently built a new PC and I've started having some issues with it.  It happens at random about every 2 weeks, but all of a sudden I'll try to open up something(For example: Google Chrome) and it won't open up.  No big deal.  So I just go to restart my PC and it usually will not shut off. It will just stay endlessly on the "Shutting Down" screen. At that point I have to hold the power button until it cuts the power finally.  So then I go to turn it back on and it says "Overclocking failed."  Well, the problem is that I haven't overclocked anything

PC Specs: 

CPU: Intel Core i7-5930K 3.5GHz 
CPU Cooler: Corsair H110i GTX 
Motherboard: Asus RAMPAGE V EXTREME/U3  
Memory: (x2) Corsair Dominator Platinum 16GB (4 x 4GB) DDR4-3200 Memory     
Storage: Samsung 850 EVO-Series 500GB 
Storage: Western Digital BLACK SERIES 2TB 7200RPM  
Video Card: Asus GeForce GTX 980 Ti 6GB STRIX Video Card (2-Way SLI)
Case: Phanteks Enthoo Primo ATX Full Tower Case   
Power Supply: EVGA SuperNOVA 1000 P2 1000W 80+ Platinum Certified Fully-Modular   
Wireless Network Adapter: Asus PCE-AC68 802.11a/b/g/n/ac PCI-Express x1 
BIOS: Latest

Wattage: 813W (According to PCPartPicker.com)

 

When all of this happens and I get the "Failed overclocking" error I just change my RAM speed.  I'm not sure if that's the issue, but when I change it to a different speed it works fine for the following couple of weeks.

What speed is your memory running at?

 

is it running at the rated 3200MHz ??

 

the message you're getting is because you cut the power not because something overclocked

 

can you run memtest?

depends how easy the clr_cmos jumper is to access, mine's pretty damn close and i've thought of wiring up a switch to it on several occasions to avoid having to poke a screwdriver around in the case

TBH, it is to much work finding the header let alone resetting it.

Maybe your mobo has an autoOC function?

I had this very same issue of "Overclock Failed." Even though I wasn't overclocked at all. Enabling XMP wouldn't even let the PC boot. Flashed my BIOS to the latest version, and it's been perfectly stable. Maybe you should do the same?
