Will it allow me to tell it if I hit the chrome icon on a secondary monitor it will open their. My current setup I hooked my TV up to my iGPU, I plan on using it to display netlfix. However when I opened chrome on it, it opened the Window on my primary display. 

 

You can create your own task bar on the second monitor. What ever apps you have on there will open on that monitor.
