So I posted this a few days ago still no fix but I uploaded a video so people know what I'm talking about, it happened after I re cable managed my computer (its a mess now ironically)

I guess all Cables are where they belong and the PSU has enough Power.

Try to boot with 1 RAM Stick. Try in every Slot and repeat with the other Sticks one by one.

Have you tried resetting the CMOS ?

Something is not Running well on the startup "run-through" (AKA "BootCheck") of the PC. I didnt want to make up a list of all the arts myslef on PCPartpicker, but im guessing 650 watts should be enough to power it. Did you install standoffs? and exposed wires or any outer metal at all making contact with parts? If nothing is visible, try listening REALLY CLOSELY for shortage  "sparks" Hope this helped, TLB

 

Edit: Could you get us a good closeup of the Motherboard?

 

Try a different outlet and please PLEASE get us a wattage. Thanks

Try swapping around the RAM sticks.

 

Tried that didn't work

anways while cable mnging did you ground your self?

No I don't have the wrist band

I'll take a picture its a 970 and 4690k so I highly doubt 650w isn't enough

Have you tried re-plugging all the cables and making sure they're going to the right place?

The only cables I'm not sure about are the 3 pin cables going into the pwm hub.
