Should NY HyperX Cloud 2s be able to be powered off of my headphones jack on my phone?

Yes, but I found with mine that you have to use a special included adaptor.

Ok. I tried earlier and my phone wasnt even acknowledging them, but they made a cracking noise when I unplugged them

Yeh, you need to use the adapter, but even then you only receive sound from one ear, I might be doing it wrong though.

Yep, hence the one ear sound I guess, i've done my research and found that the headphones uses CTIA sound, (I have no idea what any of this means) and some phones may use OMTP, in which case you need to get a OMTP to CTIA adapter, like the one below:

I got it figured out. If you use a Y splitter with that adapter (1 male to 2 female) it works in both ears.
