So before I start, here it my build (http://pcpartpicker.com/p/zc3KWZ).

 

First off, can I trust the brand ASRock? I haven't heard much of them, so I want to know if I am making the right choice.

Yes, I do need that RAM.

 

So I mostly play games such as CS:GO, H1Z1, Rocket League, GTA, and a few others that don't need much. I want power for the future and to have. I will also be doing video editing and livestreaming on it. I will be running  2-3 displays, 1 21 inch, and 2 24 inch. 

 

I picked the i5-4460 because I have had experience with it and my friend has it and suggested it. 

Anything I can do to save a few bucks, and to make the system better let me know! My main question is about the ASRock motherboard!

And gtx 960?

asrock is solid. i'd recommend cheaping out on windows and torrenting them or buying em on reddit softwareswap, i'd swap out the gtx 960 for r9 380. if ya cheap out on windows you can toss in an ssd and everythin will be right as rain

Well downgrade to 8Gb and get a R9 380 and a SSD if you can.

 

And no need for a Z97 motherboard get a B85/H97 motherboard

Wait, streaming? You're going to want a Xeon 1231v3, and then ya, maybe get 16gbs of RAM

 

and if you wanted to save money on windows I wouldn't bother with a key reseller, just get it for free.

 

otherwise, 380>960 aside from DX12/Vulkan stuff, and free-sync being cheaper than G-sync.

You really don't need the ram, but I included it anyway. I also bumped you up to a Xeon 1231 V3 for the multi-threaded performance. The R9 380 performs better than the GTX 960 and is cheaper, so you should get it instead, however with money left in the budget I went with the 4GB model. ASrock is a great mobo mfg, and I wouldn't hesitate to use them. I run the ASrock Z97E-ITX/AC in my personal rig and it's great.

It's a bit over budget, and the motherboard is mediocre at best while also lacking extra room for future memory expansion. The PSU is also suboptimal and I wouldn't OC that GPU much on it, but it fits in a decent SSD. Overall if it were me I'd pick the first build I suggested as I didn't compromise on any component and I don't like the PSU/Mobo in this build, but if you must have that SSD this is an option.
