Can anyone put together a computer build that is under $400. I want it to be able to stream movies and videos, browsing the web, Microsoft office. I will be gaming on it to. What's the most powerful build possible? I want the build to be compact and portable so I can bring it around the house. Thank You Guys!

Can this game in 1080p

It can game at mediumish around 40-50FPS (maybe)

Can I get another build ?

How do you mean? I've gotten probably the most performance per dollar out of that (unless you want me to shave some money off, in which case you get an R7 370 which is less powerful)
