it is normal that a psu fan speeds up shortly during boot. If it spins but the pc doesn't boot (no screen) that doesn't necessarily mean the psu is dead (only makes i a possibility).

I had the very same problem a while ago and everyone was saying "your psu is dead" and "your gpu is dead" and in the end everything turned out to be ok..

My pc wouldn't start either eventhough I heard the fans spinning.. got nothing on my monitor... I removed the vga cable and used a HDMI cable and suddenly my screen was back and it booted... only it DOES go out and on for a sec about 3 times in 6 hours (not realy annoying)... so something definately is wrong (I assume my gpu chip aquired damage due to the bad stock coolers on it wich tend to build up on dust). At least try this before making expensive purchases. Another option is that the newer drivers do not fully support the old cables anymore, causing conflicts (as everyone is aiming at HDMI & Displayport in this time of age). It's "unusual" yes.. but keep in mind that each cable has a diffirent output speed wich could explain why I'm getting an image where at first I was not getting anything anymore... maybe the memory on my gpu chip got overwritten too much (causes performance loss over time), who knows...

All I know is that everyone kept yelling for me to upgrade with 250-600$ equipment when in the end, I only needed a 10$ cable...

It is known that if a pc doesn't detect a VGA card or onboard driver, that it cannot boot.

So if this helps you, it won't take away the problem.. but it would give you time to push back the need for upgrading until the prices go down :P

Take a voltmeter, and measure the voltages on the PSU, though I doubt it's the power supply from what you have said. Once I had it happen to me and after an examination of each component, it turned out that the north bridge of the motherboard either got fried or just died straight away which makes the motherboard pretty much dead, too.
