Usage 100%, but user only using 39%

Hello people. My friends laptop seems to play up a bit. It runs really slow but we do not know why. I have run many anti-virus/malware softwares without any luck. I have also checked the performance of pc but it doesnt even add up to 100%. I have attached the users tab which shows that no users use 100% cpu but pc runs really slow like it was being used in 100%. Not only that ram usage seems to be only 200mb but he has 8gb installed. I dont think 200mb is 37% of 8gb. It looks like there is a hidden user or task thats using alot of resources. Does anyone knows what could this be ?

Not sure. All else fails back up important files and reinstall os, settings -> update & security -> recovery -> reset this pc

We have just done the restore and keep files but it ended up blue screening with error saying "video...." something we didnt manage to read before it shut off. We are now trying it once again and if it fails this time, we will copy files and full restore to fresh windows. And if that fails I dont know what to do.

what all hardware does the pc have?

Might be a random Win 10 bug or something.  This has happened to me before for about 10 minutes and I have run Anti-Virus/Anti-Malware and they don't find the cause of this.  It just suddenly went back to normal while I checked my heatsink to see if anything had happened.  I looked at the screen and it just shot down to 17% or something like that.  Then everything was fine.  Don't ask me why it did this, I didn't have the chance to figure it out.  I didn't touch but open my PC.
