CPU powering up and down

Without the PC bring under any load the power usage by the cores keeps going up and down as if cycling.

I have an i5-4670k without an OC, I have not changed anything recently either.

Using HWmonitor and an Intel monitoring programme I can see it go from 800, up to 1400, up too 3200 and then up too 4800 before going back to 800. This takes about 2-3 seconds to do this cycle.

If that's the clock speed you're talking about how is going to 4800 when you're not overclocking?

Sorry it's the clock speed. Sorry I meant 3800 for the highest. The stock clock is 3..4 but it boosts

I'm watching it and all the cores don't necessarily do it at the same time. One can Jump to 380", then back to 800, then another will jump too.

Very strange behaviour.

Seems like you got something happening in the background. Take a close look at all application running in the background and see if there's any you don't recognize.
