Without the PC bring under any load the power usage by the cores keeps going up and down as if cycling.

I have an i5-4670k without an OC, I have not changed anything recently either.

Using HWmonitor and an Intel monitoring programme I can see it go from 800, up to 1400, up too 3200 and then up too 4800 before going back to 800. This takes about 2-3 seconds to do this cycle.

Any help would be great, thank you.

If that's the clock speed you're talking about how is going to 4800 when you're not overclocking?
